Jovic has returned to Serbia after the LaLiga season was suspended amid the coronavirus pandemic.
Madrid had gone into quarantine after a player on their basketball team tested positive for the virus, which now has almost 18,000 confirmed cases in Spain.
Jovic was expected to observe 28 days of self-isolation in Serbia but was reportedly spotted outside of his apartment.
The 22-year-old addressed the issue in a post on his Instagram page, saying he was of the understanding he could still visit a pharmacy - as he had been able to in Madrid.
"Since the situation in the world and in our country is very difficult, I have to come forward and give support to my people," Jovic wrote.
"First of all, I am very sorry that I am the main topic these days and that I am constantly being written about, not the heroes of this crisis, doctors and all the medical professionals.
"While in Spain, I [tested] negative for coronavirus and decided to come to Serbia to help and support our people and be close to my family, in agreement with the officials.
"When I landed in Serbia, I was once again tested and coronavirus negative.
"It is very unfortunate for me that some people did their job unprofessionally and did not give me the correct instructions for how to behave in self-isolation.
"In Spain, I was allowed to go to a pharmacy and a supermarket so that I could get the groceries I needed, which is not the case here.
"I apologise to all the people if I compromised them in some way and I hope that we can manage to get through all this together.
"Support Serbia and let's stick together."
Ascoli winger Nikola Ninkovic also reportedly breached protocol, and Serbian president Aleksandar Vucic vowed in a news conference that repeat offences would prompt arrests.
"These young men are millionaires, so they think they can do everything - you can't do everything," Vucic said.
He added: "Everyone will be severely punished, all who disobey the law. The easiest thing to do is punish them.
"I'm sure those two boys who have mentioned remorse have been reported, and I hope we can avoid it. They are both in isolation, and if they try to get out, they will be arrested.
"They are basically good guys, I understand them. We have many who should be more responsible and have not gone into isolation."
Jovic returned to Serbia after the LaLiga season was suspended amid the coronavirus pandemic.
The 22-year-old apologised for breaching self-isolation measures, blaming the incident on being given poor instructions.
But the Serbia international is ready to accept what, if any, punishment is handed to him.
"As I said before, I broke it because I was not aware of the rules. I know it's hard to believe, but that's right," Jovic told Objektiv on Friday.
"In the country I come from, and even in Italy, as far as we can see on the internet, anyone quarantined can go out to throw their trash once a day, go to a pharmacy or shop.
"Accordingly, I thought the same rules apply here. It is my fault that I did not inquire better, but I think it is important to emphasise the conditions correctly, especially for people coming from abroad.
"My intention was not to blame the authorities for my ignorance, I was aware that I was going into self-isolation, for which there is a paper to prove it. My ignorance relates to how I should behave in self-isolation, that is, whether I should go out in certain conditions. Again, I state that it was because of the conditions I came from.
"Of course, I am ready to bear the consequences for my actions."
Jovic has struggled in his first season at Madrid, scoring just two goals in 24 games in all competitions after joining from Eintracht Frankfurt in June last year.
Mayoral left the LaLiga champions to join Roma on loan this month after returning to Santiago Bernabeu following two seasons with Levante.
The forward this week said Zidane wanted him to remain in Madrid and offload Serbia striker Jovic instead.
Jovic responded to those comments by telling El Chiringuito TV that "maybe" Mayoral was right and "You have to ask the club."
Zidane on Friday brushed away suggestions Jovic may be surplus to requirements and says he can play a part for Madrid this season.
"The conversations I have with my footballers are behind closed doors," the Madrid head coach said during a media conference on the eve of the LaLiga clash with Cadiz.
"They are private and what goes on in the dressing room, stays in the dressing room. I'm not going to talk about what's going on beyond this club, on this group of footballers and that's my sole interest.
"The conversations with my footballers and private and will stay that way."
Asked if it might be tough to motivate Jovic, Zidane replied: "Jovic is a Real Madrid player. I want Jovic here.
"Lots of people can have their opinion, they are entitled to their opinion, we have to live with that. But Jovic is a Real Madrid player."
Zidane plans to rotate his squad with a hectic schedule to come.
He added: "We have spoken about this many times. To win things in a very long season we need to make rotations, and we have very good players who allow us to make changes.
"People need to remember what this team has lived through, the players never rest. We have a run of seven games and then they all go off with their national teams again.
"But I'm not complaining, I'm only explaining that it is necessary to rotate and I think we can still win while doing that."
Jovic arrived at the Santiago Bernabeu last June for a reported €60million, having scored 17 Bundesliga goals and 10 in the Europa League for Eintracht Frankfurt during the 2018-19 season.
However, the 22-year-old has scored just twice in 24 appearances – eight of which have come from the start – in all competitions with Madrid, completing the 90 minutes just once.
It has been reported Los Blancos could look to move Jovic on at the end of the season, perhaps as a makeweight in a deal to sign Erling Haaland from Borussia Dortmund. Arsenal are also said to be keen if Pierre-Emerick Aubameyang leaves Emirates Stadium in the next transfer window.
Mitrovic has no doubt Jovic, who drew criticism for breaching self-isolation procedures after returning to Serbia during the coronavirus pandemic, has the ability to make the grade at Madrid and thinks he just needs a decent run in the team from Zinedine Zidane.
"Luka is in a bit of a crisis," Mitrovic told Butasport. "When you are a striker, the most important thing is that you're on the pitch. That's my view.
"I don't think he was on the field that much and didn't get that much of a chance. I was in such a situation at Newcastle. You just get a chance for five, 10, 15, 20 minutes, and during that time you literally try to do what you should do and shouldn't do, to show everyone that you are worth it, especially when you play in such a big club. You want to do everything and you burn out in that desire.
"I think he just needs time to be on the pitch more. I'm convinced that with two or three 90-minute games the goals will come, but he is in that situation now and he has to continue work, believe in himself, train, and everything else will come.
"Goals are like ketchup. When you shake it, it won't come out, and then when it comes, more comes out than expected. The most important thing is that he works and continues to train, be persistent and not give up.
"I have told him a couple of times that he really has everything required to be a great attacker.
"Playing at Real Madrid also carries a lot of pressure, responsibility and all that stuff, but again I say, he is young, has many seasons and a lot of football ahead."
The France striker limped out in the 17th minute of Madrid's 2-0 win over Real Sociedad on Saturday clutching his hamstring and grimacing before he was replaced by Luka Jovic.
When asked about the injury Madrid head coach Carlo Ancelotti suggested he would not be fit to face Inter at the Santiago Bernabeu.
Madrid have already qualified for the knockout phase of the Champions League but must avoid defeat to go through as winners of Group D.
That task will be made more difficult without Benzema who leads the goals (12) and assists (seven) charts in LaLiga and has scored five goals in the Champions League.
Ancelotti's side also host rivals and defending champions Atletico, who they have a 10-point advantage over, next weekend.
"The Benzema thing doesn't seem serious at all. But I don't think it will be available for Tuesday," Ancelotti told a media conference.
"Karim has had a problem, it bothered him a little and it don't I think it will be for Tuesday but maybe for Sunday, yes."
Benzema's replacement Jovic scored his first LaLiga goal of the season against Sociedad, and provided the assist for Vinicius Junior's opening goal.
It meant he scored and assisted in the same game for the first time in all competitions (41 appearances) and was involved in the same number of goals than in his previous 22 games (one goal and one assist in 462 minutes).
"For me, Jovic is a good striker," Ancelotti said.
"He is a very strong striker, he uses the ball very well. His first goal play is very much his style and I want to congratulate him.
"Enjoy and take advantage of the opportunity. I congratulate him because he doesn't play a lot and he deserved to play. And there are others who deserve to play and this is my biggest problem."
Madrid defender Eder Militao made 10 clearances against Sociedad (nine headed clearances), the most by a player for Los Blancos in a match this season in all competitions.
Ancelotti hailed his partnership with David Alaba as one which brings the best out of both players.
"The quality of the two is extraordinary," he said.
"They are different. Militao is very strong, incredible, and Alaba adapts very well. They understand each other very well and complement each other very well."
Manchester City, Manchester United and Barcelona have been linked to Skriniar.
Real Madrid are also reportedly interested amid uncertainty over captain and defender Sergio Ramos.

Sergio Ramos scored a late penalty as LaLiga champions Madrid claimed their first win of the 2020-21 season at 10-man Betis on Saturday.
After Federico Valverde's 14th-minute opener, Betis turned the match on its head with two goals in three minutes via Aissa Mandi and William Carvalho prior to half-time.
Barcelona-owned Emerson scored an own goal three minutes into the second half before being sent off with 23 minutes remaining, and Madrid made the most of their numerical advantage when Ramos converted an 82nd-minute penalty.
Zidane was asked about Madrid's transfer activity pre-game, with the Spanish giants quiet since the market re-opened, having allowed the likes of Gareth Bale, James Rodriguez and Brahim Diaz to leave.
Quizzed again on possible new signings post-match, Zidane told reporters: "No. We spoke about this before. I'm happy with the squad that I've got.
"We are what we are and we're going to try to have a successful season."
Reflecting on the match itself following Madrid's goalless draw against Real Sociedad in their season opener, Zidane said: "When you're behind it's difficult to change the dynamics of the game but we managed it today. It's crucial to do that every once in a while.
"We had a lot of chances, and people we talk about how we don't score enough but today we hit three and could have had more. I'm very proud of all the players, they're working brilliantly. We have to keep it up."
"The referee is there to review the action," added Zidane after Betis defender Marc Bartra was penalised for handball. "I think that in the end it's just what happened. He's in charge. I never get involved with the referees and I'm not going to get involved today. The most important thing for us is the game we played at a difficult ground.
"We can be happy with the work done, we had to work hard for it and we managed to take all three points, which is the most important thing."
"In the end it was a very complicated, difficult game," he said. "The players have given their all. It's three very important points for us at a complicated ground and against a team who have just won their first two games. We are happy. We know there is a long way to go and that we can and will improve."
Zidane also handed a rare start to out-of-favour forward Luka Jovic, who continues to be linked with a loan move away from the Santiago Bernabeu.
Jovic – playing alongside Karim Benzema – was tripped when through on goal as Emerson was shown a red card past the hour-mark, and Zidane said: "What I was looking for was to play in the opposition's half with a different formation.
"We can play in different ways and one of them is with the two forwards. We can be happy with the game because in the end we got all three points."
