England head coach Eddie Jones has called for World Rugby to take action and stop the "incessant" interventions from the television match official (TMO) during matches.
Jones' side beat Australia 25-17 last weekend in a second Test that saw 26 penalties, two yellow cards and the TMO heavily involved throughout.
The contest spanned almost two hours, while Ireland's victory over New Zealand on the same day saw three yellows and a red dished out in the first half alone in Dunedin.
Speaking on the back of his side's victory in Brisbane that levelled up the three-match series, Jones said rugby union's laws are now "out of control".
And in his final news conference ahead of Saturday's decisive third Test in Sydney, Jones went one step further by urging the sport's top governing body to intervene now.
"I don’t want to see a New Zealand-Ireland game like that ever again," Jones said.
"Otherwise imagine at the next World Cup … you play a quarter-final, you get a red card and two yellows, you're down to 12 men and it's just ridiculous.
"I've been speaking to a few ex-coaches. The referees, coaches and players need to get together and say 'This is the game we want. This is the game people want to see'.
"I'm certainly going to be pushing for it because I've had enough."
The issues previously raised by Jones were further highlighted on Wednesday in the thrilling and high-tempo State of Origin decider.
"We've got to keep the game safe, don't get me wrong, but accidental head contact and this incessant use of the TMO, we've got to cut that out," Jones added.
"We've got to get a better balance in the game. There's a rhythm to how rugby is looked at and officiated and we've got to get in a good rhythm again.
"We don't have it at the moment. Every time we get a flow in the game, there's a stoppage.
"We've just gone too far down one road. There are discussions all the time and World Rugby are doing their best.
"But certainly before November I'm going to be agitating for something like [a summit]. Let's get the game going."

Karim Benzema turns 36 later this year, and Madrid will need other proven frontline options for when the Frenchman steps away from the spotlight.
Rasmus Hojlund, who has settled in well at Atalanta this season, is also said to be admired at Madrid, no doubt helped by him scoring five goals in his first two starts for Denmark during the recent international break.

The 32-year-old Spanish goalkeeper is out of contract at the end of this season, with United proposing a pay cut in his new deal. – Bayern are not interested in either of West Ham's Declan Rice or Chelsea's Mateo Kovacic, reports Sky Sport Germany's Florian Plettenberg.
Springboks assistant Felix Jones to join England coaching staff in 2024
South Africa assistant Felix Jones will join England's coaching staff after the 2023 Rugby World Cup.
Jones featured 13 times for Ireland during his playing career, before taking on assistant coach roles with Munster and the Springboks.
England are planning ahead after a disappointing Six Nations campaign in which they finished in fourth place, losing three of their five games.
Speaking to the England Rugby website after the future appointment was confirmed, head coach Steve Borthwick expressed his excitement at eventually having Jones on board.
"We are continuing to build our programme to be in a position to compete to be world champions once again," Borthwick said. "At the same time, I also want to ensure we are preparing for long-term success for this England team, and I am excited that a coach as talented as Felix is joining next year.
"Felix has been competing at the top of world rugby during his four years with South Africa and will bring invaluable experience to our set-up. Like with Aled Walters, Felix was an integral part of the team that won the Rugby World Cup in 2019.
"Together with Richard Wigglesworth and Kevin Sinfield, we are putting in place a coaching team who have spent their careers at the highest level competing for trophies. That is exactly what we want for this England team."
Jones has worked with South Africa since 2019, and will join up with assistant Wigglesworth (assistant) and another former Springboks coach in Aled Walters (head of strength and conditioning) as well as Borthwick and Sinfield (defence coach) in 2024, with Wigglesworth and Walters due to come in at the end of the Premiership season.
"Coaching the Springboks is one of the biggest privileges in rugby and I intend to do everything I can to ensure the team is successful until the day my contract comes to its natural end," said Jones.
"The last four years has been an incredible journey for me and my family, both professionally and personally, I am indebted to so many people at the Springboks and in South Africa for that.
"My commitment to the Springboks until the end of the Rugby World Cup is unquestionable, and Rassie [Erasmus, director of rugby], Jacques [Nienaber, head coach] and the entire Springbok team know that.
"The next five months are going to be exciting and demanding, and I'm looking forward to preparing for the World Cup with this coaching team."
Archer unlikely to play any red-ball cricket before the Ashes
Should Jofra Archer be selected for this year's Ashes series, he will likely be playing his first red-ball cricket in over two years.
Archer is set to represent Mumbai Indians in the IPL, which culminates on May 28, with the first Test between England and Australia taking place at Edgbaston on June 16.
England have a Test scheduled against Ireland on June 1, but should Mumbai go far in the IPL, it is unlikely Archer would be available.
The pace bowler, who turns 28 on Saturday, has not played a Test match for England since a 10-wicket defeat to India in Ahmedabad in February 2021, with his last first-class game for Sussex being in May 2021 against Kent.
Elbow and back injuries kept him on the sidelines for 17 months, but he returned to white-ball cricket in January.
Sussex head coach Paul Farbrace believes England's plan is for Archer to be ready for the Ashes after the end of the IPL.
"I think all things being equal, he will go straight into the Ashes off the back of the IPL," Farbrace told BBC Radio Sussex.
"The England plan for Jofra is he'll go and play in the IPL.
"I think their plan is that between IPL games he'll then bowl some longer spells to get his overs up and make sure that he is match-ready.
"That's the nature of international franchise cricket these days. I know there'll be a lot of people saying 'he should play at least two four-day games to be ready for a Test match', but the preparation and the work that the medical teams do around these players is exceptional."
Archer dampened expectations of significant involvement against Australia in early March, telling reporters: "If I can play one [Test] this summer, I'll be happy. If I play more than one, that's just a bonus."
