Trials designed to stop players surrounding referees during flashpoint moments could get the green light at a meeting of football’s lawmaking body in London on Tuesday.
Tackling poor participant behaviour is a top priority for the International Football Association Board (IFAB) and the PA news agency understands it is set to be the dominant topic at the organisation’s annual business meeting at a Heathrow hotel.
Players surrounding referees and assistants after controversial incidents has become a common sight in the modern game, but the IFAB is determined to limit contact in such situations to a respectful dialogue between the referee and the team captain.
Precisely how that is achieved is still to be worked out, with the IFAB understood to be keen to run some initial tests in the amateur game to work out the practicalities and iron out the unintended consequences of any new restrictions.
One consideration is the creation of a ‘no go zone’ around an official which only a captain can enter, but testing will be required to see how effective and practical this is in reality.
Approval of trials in top-level competitions could be granted on Tuesday to follow those initial tests, with lawmakers keen to move quickly on this issue.
Sin-bins for bad behaviour, which have been utilised in grassroots youth football, could also be extended into the adult amateur game, while measures to combat mass confrontations between teams, such as cooling down periods, will also be discussed.
Guidance could also be issued around stricter application of the existing laws of the game which tackle time-wasting, such as better enforcement of the six-second rule for goalkeepers to release the ball and treatment and assessment of ‘tactical injuries’ designed to break the momentum of the game.
In March, the IFAB issued guidance to all competitions on more accurately calculating time lost to stoppages, following on from a concerted effort to do so at last year’s men’s World Cup finals in Qatar.
A discussion will also be held on updating the handball law for next season. The law could be changed so that an unintentional handball which denies an obvious goal-scoring opportunity is only sanctioned with a yellow card rather than a red, and that an unintentional handball which stops a promising attack receives no card at all.
The IFAB board is also set to receive a short update on the ongoing permanent concussion substitute trial.
World players’ union FIFPRO and the World Leagues Forum have previously called for a trial of temporary concussion substitutes, but there is not even the possibility of such a trial taking place until the ongoing testing of permanent concussion substitutes is complete and data from the trial has been fully analysed.
The IFAB announced last month that a group had been established to carry out a review of VAR protocols, and there is also expected to be some time given over to hearing an update on the group’s progress.
Atalanta not favourites for Coppa Italia final against Juventus, insists Gasperini
Atalanta do not consider themselves favourites for Wednesday's Coppa Italia final against Juventus despite their strong form, says coach Gian Piero Gasperini.
Atalanta have enjoyed a fantastic season, reaching the Europa League final – where they will face unbeaten Bundesliga champions Bayer Leverkusen on May 22 – and the Coppa Italia showpiece.

"I think it's a bit much to suggest we'd be favourites against Juve. We are in good form, but it's difficult to tell playing every three days," Gasperini told DAZN on Sunday.
"Naturally, we go into this Coppa Italia final with great enthusiasm."
Atalanta's Milan loanee Charles De Ketelaere produced another fine performance against Roma, scoring twice inside 20 minutes.
With 13 goals and nine assists, he is one of three Atalanta players to record 22 goal involvements in all competitions this season, alongside Gianluca Scamacca (17 goals, five assists) and Teun Koopmeiners (15 goals, seven assists).
Manchester City and Leverkusen (four apiece) are the only teams in Europe's top five leagues with more players with at least 22 direct goal involvements.
"Everyone knew he could play, or Milan would not have made an investment like that. He deserves the credit, he was going all over the place, right, left and centre tonight," Gasperini said of De Ketelaere.
Lorenzo Pellegrini reduced the deficit for the visitors with a penalty after 66 minutes, but overall Atalanta were dominant.
While Gasperini was happy with the win, he did not enjoy the wastefulness of his side.
"I don't know if we've learned a lesson, other than we had so many scoring opportunities and did not aim properly, otherwise we would have killed it off a lot earlier," he said.
"Failing to win this match really would have caused us a lot of problems."
Vilahamn wants to use FA Cup final defeat as 'beginning' for Tottenham Women
Tottenham Women manager Robert Vilahamn believes his side will use their FA Cup final defeat to start something special, rather than ending their good work.
Spurs were hammered 4-0 by Manchester United Women in Sunday's Wembley Stadium showpiece as Ella Toone and Rachel Williams were on target before Lucia Garcia's second-half double.
Vilahamn's side failed to manage a shot on target but the Spurs boss suggested his team will catch up to the women's elite clubs.
"The main thing I said was this is not the end, it is the beginning," Vilahamn said.
"We still have a gap between us and the top teams but that's normal. We are closing the gap but we haven't closed the gap yet."
Tottenham finished sixth in the Women's Super League as well as reaching this final, their first FA Cup showpiece appearance in their short history.
Vilahamn wants his Spurs players to use this defeat as motivation going forward.
"If you take away the feelings right now, you need to look at these players doing some incredible things this year," he said.
"We are at Wembley playing in front of our fans and they are actually enjoying it and staying, and supporting us after.
"We got a good experience today and we are learning how to play at Wembley more times. We need to look at it that way because the players are amazing."
'Not a good sign' – Keane unimpressed by Man Utd's injured absentees
Roy Keane was left questioning the attitudes of Manchester United's players as the Red Devils were once again without numerous key players for Sunday's loss to Arsenal.
Bruno Fernandes, Marcus Rashford and Lisandro Martinez were among the notable names to miss out for the 1-0 defeat at Old Trafford, as Erik ten Hag bemoaned continued injury issues.
Martinez and Harry Maguire's absence ensured Ten Hag had to field Jonny Evans and makeshift centre-back partner Casemiro in defence, with the latter at fault for Leandro Trossard's winning goal.
Wayne Rooney vocalised his concerns over the application of United's players and Keane, speaking on Sky Sports, echoed his thoughts as he questioned the prolonged absence of some.
"Obviously, that's not a good sign," Keane said of players not returning from injury. "You'd hope players who are carrying injuries are desperate to get back playing again.
"There is always a worry, there are always players at every club that can drag their heels with an injury.
"Generally, players I played with when they were given a period they'd be injured for, they were always trying to knock a week off it and get back playing for Manchester United or whatever club they're at."
Without a host of key players, United have conceded in 10 successive games in all competitions for the first time since October 2021.
The Red Devils' 82 goals they have conceded this season is their most since 1970-71 (also 82), too, as United continue to disappoint in the 2023-23 campaign.
United have also lost 19 games in all competitions this season, their most since 1977-78 (also 19), while their nine defeats at Old Trafford this term are their joint-most at home in a single campaign.
Keane says the concerns over players not racing back to fitness is not unusual, though it does little to aid Ten Hag's plight.
"It's always a worry but I have to say, it goes on at lots of football clubs," the United great said.
"There are lots of players out there when they have an injury, they're not in the hurry to get back in the team. I think that's obvious and happens at lots of football clubs."
