Bierhoff, Germany's national team managing director, said: "We're extremely disappointed. We're angry too because we had things in our own hands in all three games.
"Ultimately, football is a simple game. You have to score lots of goals and concede as few goals as you can, which we didn't manage to do.
"We could have put more pressure on Spain tonight if we had taken our chances and scored more goals. A trend of the last few years has been us throwing away games we’ve controlled."
Japan will face Croatia for a place in the quarter-final next Monday, with Spain taking on Morocco 24 hours later.
Injury forces Militao out of Brazil's World Cup qualifiers
Eder Militao will miss Brazil's upcoming World Cup qualifiers against Chile and Peru due to a thigh injury.
The defender, who also missed September's fixtures due to a leg injury, first felt some discomfort against Atletico Madrid on September 29.
Though he has featured for Real Madrid since, he flew out to Sao Paulo to undergo checks on the issue, where the national team confirmed the extent of the injury.
"[Militao] underwent tests this Sunday... which revealed a minor muscle injury in his left thigh that will prevent him from playing," the CBF said in a statement.
He is the second Madrid player to pull out of the Brazil squad, with Vinicius Junior also unfit to play after suffering a neck injury.
Brazil sit fifth in South America's qualification table after eight matches, with 10 points.

Havertz out of Germany squad with knee injury
Kai Havertz has pulled out of Germany's squad for their upcoming Nations League matches due to a knee injury.
The Arsenal forward played a full 90 minutes in their comeback win over Southampton in the Premier League on Saturday, netting their first goal.
He became the first player to score in seven consecutive home appearances for the Gunners in all competitions since Robin van Persie between December 2011 and March 2012 (also a run of seven).
Havertz has made a stellar start to the campaign, netting six goals in all competitions so far, also getting one assist.
However, he will not be available to face Bosnia-Herzegovina and the Netherlands due to his injury, and it is not yet clear if it will keep him sidelined for Arsenal after the international break.
"Kai Havertz will miss the upcoming international matches against Bosnia and Herzegovina and the Netherlands due to knee problems," Germany announced on X.
"National team coach Julian Nagelsmann has nominated Jonathan Burkardt in Havertz's place. Get well soon Kai."
