Premier League referees’ chief Howard Webb says the change in approach on added time is here to stay, despite early criticism from top-flight players and managers.
Referees in competitions worldwide have been instructed by the game’s lawmakers to measure time lost to stoppages more accurately, an approach first adopted at the World Cup in Qatar last year where an additional 11 minutes and six seconds were played on average in the group stage.
Webb said the change was necessary as football gets to grips with the “dark arts” of time-wasting, with a a more robust approach set to be taken to dealing with players who delay restarts in play.
Sunday’s Community Shield lasted over 105 minutes, with Manchester City manager Pep Guardiola saying the International Football Association Board (IFAB), which sets the game’s laws, had not consulted with managers and players over the change in approach.
Manchester United defender Raphael Varane echoed those criticisms on Monday, saying the change, allied to a congested calendar, was “damaging” to the game.
Whereas ‘rule of thumb’ approaches had been used in the Premier League for certain stoppages last season – 30 seconds per goal celebration and substitution for example – referees and their wider team will now be asked to be more exact.
The Premier League anticipates the change in approach will increase the length of the average match in the coming season by three minutes and 23 seconds compared to last season – going up to 101 minutes and 49 seconds.
Webb, the chief refereeing officer at Professional Game Match Officials Limited (PGMOL), said: “As far as I’m aware and concerned (the change in approach on added time) is here to stay.
“I appreciate we’re hearing two sides of a coin here, but there was also a lot of noise around the need to do something around increasing effective playing time and getting more game for people who are paying good money to go and watch football.
“IFAB have acted undoubtedly with good intentions to try to deal with this. Last season a quarter of the games in the Premier League went above 100 minutes. I am expecting it to settle down.
“For sure there’s more dark arts in the game than previously. Everybody tells me that, and I see that myself as well. One of the things that will hurt us here is if we’re not consistent with this in the way that we play it. We have to be. It can’t be a flash in the pan. It can’t be a short-term campaign.”
In response to Guardiola’s assertion around a lack of consultation, Webb said: “Certain things change each year in terms of the laws of the game. IFAB is the organisation that ratifies changes.
“There is a consultation process that goes into that. There is a way people can feed into the process.
“Obviously, when something is ratified at (IFAB’s) AGM, it comes our way to deliver. By the end of this week I will have done at least 17 pre-season briefings, so people are aware what is coming. I am really keen to keep engaging, consulting and getting feedback and embracing the feedback and comparing it against other feedback we get.
“We have to find where the benefit is with any changes we want to apply. Is it frustrating? No. I know consultation does exist from our side, that is what we can control and we will keep engaging.”
The other major initiative from a refereeing perspective is a clampdown on poor behaviour from players and managers as part of a wider move to improve conduct, including among fans.
Webb said: “For too long our officials have not necessarily been able to make that differentiation (between passion and unacceptable behaviour) or have chosen for whatever reason to turn a blind eye or a deaf ear to certain things.
“But the power of example is so strong and we are seeing a lot of examples (of bad behaviour) and all the numbers are tracking in the wrong direction around what’s happening in the game in this area.
“We’re seeing grassroots officials have a bad experience too often and this has got to change in our sport and we’re determined collectively within the game to do this.”
Webb also confirmed audio from VAR decisions – including some clips where errors were made – would be aired on a monthly basis.
It follows on from Webb appearing on Monday Night Football towards the end of last season to talk through some incidents from earlier in the season in a bid to provide greater transparency around VAR.
Atlanta United v D.C. United: Pineda hoping dominant US Open Cup win breeds confidence
Gonzalo Pineda hopes his Atlanta United side's 3-0 win over the Charlotte Independence in the US Open Cup on Tuesday gives them confidence after a tricky recent run.
Atlanta had gone five MLS games without a win prior to Tuesday's victory, leaving them 10th in the Eastern Conference after 10 matches.
However, with his side now heading into a home game against D.C. United off the back of a dominant display, Pineda is hoping that will spur his players onto better things in the league.
"When you win and have a solid performance like we did today, that brings confidence to the players," Pineda told reporters.
"I think at times there are certain games like this that can be a game changer or system changer."
Meanwhile, D.C. have only won one of their last five outings themselves and are just two points and a place above Atlanta having played a game more.
D.C. appeared to be on their way to victory against the Philadelphia Union last weekend, but they let a two-goal lead slip to instead be held to a draw.
Despite letting the Union escape with a point, D.C. head coach Troy Lesesne believes it was still an impressive showing.
"It may have been our best performance of the year," Lesesne said. "I'm very proud of what we put together.
"At the end of the season, this will be a point against a really good side."

Atlanta United – Giorgos Giakoumakis
Giakoumakis attempted six shots against Minnesota United last weekend with all of them coming from inside the box. Giakoumakis has averaged 4.1 shots in the box per 90 minutes this season, the highest rate in MLS (min. 400 minutes), and he will be hoping to add to his impressive tally of five goals in seven MLS appearances this Saturday.
D.C. United – Christian Benteke
Benteke has already netted eight MLS goals so far this season and is very much on course to beat his output of 14 that he managed last term. He is a constant threat in attack for D.C., and Atlanta will have to keep a watchful eye on the former Liverpool man.
MATCH PREDICTION – ATLANTA WIN
Atlanta have suffered consecutive regular season home losses for the first time since July 2021. This is only the club's fourth two-match home losing streak in regular season play as they've never lost three in a row at home.
Meanwhile, D.C. lost a two-goal lead in their 2-2 draw with the Union. D.C. have dropped 12 points from winning positions this season, tied for the second most in the league this season (Sporting Kansas City – 14).
D.C. are winless in 10 straight away matches in all competitions dating back to early August, and Atlanta could extend that poor run by taking the three points on Saturday.

Former Barbados midfielder Kent Hall takes over as head coach of Barbados senior men’s national team
Former Barbados midfielder, Kent Hall, has taken over as head coach of the Barbados senior men’s national football team, the Barbados Football Association announced on Thursday.
The 45-year-old represented Barbados in 17 matches from 2003-2006 and previously served as an assistant coach for the national team as well as head coach of the Under-20 team.
Hall takes over from BFA technical director and former Wigan Athletic and Crystal Palace defender Emmerson Boyce, who also made 12 appearances for the Bajan Tridents.
Boyce took charge of the final two matches of Barbados’ 2023–2024 Concacaf Nations League campaign versus Montserrat and Nicaragua.
They lost 0-4 to Nicaragua at home on November 17 before being beaten 4-2 in Montserrat on November 20.
The Tridents are gearing up for the 2026 FIFA World Cup qualifiers against Curacao on Wednesday, June 5, 2024 and Sunday, June 9, 2024.
They have been drawn in Group A of League C of the 2024/2025 Concacaf Nations League and will take on Bahamas and US Virgin Islands in September.
Toronto v New York City FC: Progress does not happen without ‘taking punches’ – Cushing
Nick Cushing believes you have to “take the punches” in order to make progress as his New York City side prepare for a trip to Toronto FC in MLS on Saturday.
NYCFC were on a five-game unbeaten run in MLS, winning three matches in a row, before they lost 2-0 to the Colorado Rapids last weekend.
They currently sit seventh with 14 points, but things are tight in the Eastern Conference and another defeat could see NYCFC slip further down the table.
"When you win a three-game homestand, you feel like you're on top of the world," Cushing said.
"And then you lose one, and you feel like you fell off the edge of a cliff.
"This team is on a journey, and it's making progress. I said three, four weeks ago that progress is disheartening, right?
"Progress is demotivating, progress is disappointing. You have to take the punches and go back and figure out how you continue to progress and improve a young team, a new team, to continue to win football games."
Toronto are flying high in the East, sitting third with 19 points after putting together a three-match winning run, and are just five points behind leaders Inter Miami.
Federico Bernardeschi scored twice as they beat FC Dallas 3-1 last time out in MLS, leaving head coach John Herdman to sing the Italian's praises.
"I really enjoy working with Fede; there are so many different layers to him," Herdman said.
"I asked him to stay focused on his leadership. As I keep telling him, if you keep focusing on shaping your leadership, good things happen to good leadership, and the universe turns, and that's what happened."

Toronto – Federico Bernardeschi
Bernardeschi (two goals, one assist) was involved in all three of Toronto’s goals against Dallas last Saturday, making him the first Reds player to record three goal contributions in a match since Jacob Shaffelburg in September 2021.
NYCFC – Mounsef Bakrar
NYCFC lead all MLS teams for touches in the opponent's penalty area per match this year, averaging 30.2.
Among players, Bakrar is second in the league behind only Denis Bouanga (9.5), with 8.1 touches in the opponent’s box per 90 minutes this season (minimum 400 minutes played).
MATCH PREDICTION: DRAW
NYCFC have won three straight meetings with Toronto, including a 2-1 home win on March 16. It is the first time either team have won three straight meetings in the history of the sides' head-to-head series (26 matches in all competitions).
However, NYCFC have won just one of their 23 away matches in all competitions (nine draws, 13 losses), dating back to the start of last season, though that win came in Canada – a 1-0 victory at CF Montreal last July.
Meanwhile, Toronto have won four straight matches in all competitions after winning four of their previous 29 in all competitions dating back to May 2023. With a win on Saturday, Toronto can equal their points total from the entire 2023 season (22). However, Cushing's visitors are likely to be competitive.
