Wasps back Paolo Odogwu and Bristol scrum-half Harry Randall have won their first England call-ups for the Six Nations.
Bath prop Beno Obano is the third uncapped player to be named by Eddie Jones in the 28-man squad.
Courtney Lawes returns from injury, while Mako Vunipola, who last played in the Autumn Nations Cup final win over France, will join the squad for rehabilitation but be unavailable for selection.
Wasps flanker Jack Willis and Bath's Jonathan Joseph only make the 12-man shadow squad, while Kyle Sinckler, who is banned for the opening game against Scotland on February 6, is not in either group.
Owen Farrell will retain his position as captain.
The squad will meet up at St. George's Park on January 27, with coach Jones, who is isolating after assistant Matt Proudfoot tested positive for coronavirus, set to arrive a day later.
"This has been a really tough squad to pick and I know there are a lot of disappointed players who haven't been selected," said Jones.
"We're really excited by the players we have got, it's a very vibrant squad and are looking forward to getting started next week.
"We're very grateful to the Premiership Rugby, the clubs and RPA [Rugby Players Association] for allowing us to have 28 players throughout the tournament, we're very happy with the number and it's testament to the growing relationships between all parties.
"Ultimately our goal is to win the Six Nations and to do that we'll need to work hard and prepare well each day and take it as it comes."

Rees-Zammit relishing Mahomes advice as former rugby star eyes spot on Chiefs roster
Louis Rees-Zammit has likened Patrick Mahomes to an extra coach as he looks to make an impact in the NFL with the Kansas City Chiefs.
Rees-Zammit shocked rugby union fans in January when he announced he was turning his back on the sport to enter the NFL's International Player Pathway programme.
He was signed by two-time defending Super Bowl champions Kansas City in March and is now looking to earn a place on their roster for 2024, learning the role of running back at the Chiefs' rookie minicamp after attending another training camp alongside Mahomes.
Rees-Zammit has made sure to pick the brains of Mahomes, who has led the Chiefs to six straight AFC Championship games and won three Super Bowl rings since being drafted in 2017.
"It was amazing, all the quarterbacks and receivers were there, we were running routes, we were working in the gym", Rees-Zammit said of his experience at that camp in Texas.
"It was a great two weeks, I definitely learned a lot with Pat and the other boys."
Asked if Mahomes was acting like an extra coach, he said: "100 per cent.
"I'm new to the game so I'm trying to pick everyone's brains and try and pick up the sport as quick as possible because I want to be out there playing.
"The way I can do that is picking the brains of everyone that's currently here and trying to learn the game as quickly as possible."
Chiefs head coach Andy Reid has been impressed by Rees-Zammit's attitude, saying: "He's so diligent with everything and wants to be so good at everything. I appreciate that.
"I like the fact he's got shorter steps initially, that's a good thing as a running back. If you're a long strider in there you've got to really work on making it through those tight adjustments you have to make. He seems to have a nice feel."
Pep Guardiola backs England for Euro 2024 success
Manchester City boss Pep Guardiola believes it is only a matter of time before England get over the line at a major international tournament and gives them every chance of triumphing at Euro 2024.
England are among the favourites to win this summer's Euros in Germany along with the host nation, France, Spain and Portugal.
The Three Lions were runners-up at Euro 2020 after losing in heart-breaking fashion on penalties to Italy in the final at Wembley.
They have also come close in the last two World Cup tournaments, making the semi-finals in 2018 and the last eight in 2022.
Guardiola, who has England stars like Phil Foden, John Stones, Kyle Walker and Jack Grealish in his Man City squad, drew comparisons his side knocking on the door in the Champions League for many years before their eventual continental success in 2023.
He would also have closely watched many of his former Barcelona players play a key role in the Spain team at Euro 2008, which would prove to be the first of three straight major tournament successes after many years of near misses for La Roja before that.
With Harry Kane and Jude Bellingham among England's options for the tournament, Guardiola likes what he sees.
"The national team? Really good. But it's not just the talent of the strikers, it's the whole package, the whole group. Gareth [Southgate] knows perfectly what he has to do," Guardiola told reporters.
"I have the feeling, everyone has the feeling, that the England national team, in the last events, the World Cup and European Championships, they made steps.
"They are on the verge, they are really close. They lost a final and got to a semi-final.
"When you arrive at these stages every two years, it's going to happen.
"It's quite similar to us – we were close and, in the end, we lifted it. Just believe it. If they believe it they can do it, believe it and they can do it."
The Euros begin on June 14 and England will be expected to top a group that also contains Slovenia, Denmark and Serbia.
Archer included in England's T20 World Cup squad
Jofra Archer has been recalled to England’s provisional squad for the T20 World Cup in the West Indies and United States this June.
The 29-year-old, who has not played competitive cricket since May due to a long-term elbow injury, could make his first appearance for the international team since a tour of Bangladesh in March 2023.
Archer has been limited to just 15 T20Is since his England debut in 2019 and missed their 2022 World Cup success in Australia due to the same injury.
There is a recall for fellow fast-bowler Chris Jordan, who last played for England against New Zealand in September 2023, at the expense of Chris Woakes.
Uncapped Lancashire left-arm spinner, Tom Hartley, is also named in Jos Buttler’s 15-man squad, which includes nine players from the 2022 World Cup.
England will play a four-match T20 series against Pakistan at Headingley in May before they begin their T20 World Cup title defence against Scotland in Barbados on 4 June.
